Double the Harvest, Promote Fairness: Why Agri-PV Belongs in the EEG

Das EEG 2027 wird gerade im Bundestag beraten – und droht, Agri-PV wirtschaftlich an den Rand zu drängen. Warum die Doppelnutzung von Flächen einen eigenen Platz im EEG braucht und was jetzt nachgebessert werden muss.

Agri-PV verbindet, was lange als Gegensatz galt: Landwirtschaft und Solarstrom auf derselben Fläche. Politisch ist das gewollt. Doch der aktuelle Entwurf für das EEG 2027 gibt der Technologie nicht den Rahmen, den sie für den Markthochlauf braucht. Wir setzen uns dafür ein, dass der Entwurf im parlamentarischen Verfahren nachgebessert wird.

Die Ausgangslage: Das EEG wird neu geschrieben

Das Bundeskabinett hat die EEG-Novelle 2027 am 29. Juli 2026 beschlossen, nun berät der Bundestag. Bei der Solarenergie setzt die Bundesregierung stärker auf kostengünstigere Freiflächenanlagen. Für Agri-PV bleibt dabei wenig übrig.

Der Entwurf sieht für Agri-PV nur noch einen Bonus von 0,5 Cent pro Kilowattstunde vor, gebunden an Mindesthöhen der Aufständerung. Das eigene Ausschreibungssegment für besondere Solaranlagen soll entfallen. Damit fiele der bislang zentrale regulatorische Rahmen für Agri-PV weg.

Zur Einordnung: Das Solarpaket I hatte 2024 ein eigenes Untersegment mit höherer Förderung für besondere Solaranlagen eingeführt. Wegen der fehlenden beihilferechtlichen Genehmigung der EU-Kommission wurde es aber nie angewendet. Statt diesen Rahmen endlich wirksam zu machen, droht nun der Rückschritt.

Agri-PV ist aufwendiger – und leistet mehr

Eine Agri-PV-Anlage ist kein Solarpark mit etwas Grün darunter. Die Module stehen höher oder in größeren Abständen, damit Traktoren, Pflanzen und Tiere ihren Platz behalten. Das kostet mehr in Planung, Bau und Betrieb – dafür bekommt die Gesellschaft deutlich mehr zurück.

Agri-PV spart Fläche. In Deutschland gehen täglich rund 55 Hektar Agrarland für Siedlung und Verkehr verloren, während der Solarausbau bis 2040 schätzungsweise 280.000 Hektar benötigt. Agri-PV löst diesen Konflikt, weil Äcker und Weiden weiter bewirtschaftet werden.

Agri-PV schützt Ernten. Die Module mindern Schäden durch Hagel und Hitze und verringern die Verdunstung. Das ist ein echter Beitrag zur Klimaanpassung, gerade in trockenen Regionen wie Brandenburg.

Agri-PV entlastet die Netze. Nachgeführte und Ost-West-ausgerichtete Anlagen liefern viel Strom am Morgen und am Abend, wenn der Bedarf hoch ist.

Agri-PV stärkt den ländlichen Raum. Landwirtschaftliche Betriebe gewinnen ein zweites, verlässliches Standbein, und die Wertschöpfung bleibt in der Region. Das schafft Akzeptanz für die Energiewende vor Ort.

Was auf dem Spiel steht

Ohne eigenes Segment müssten Agri-PV-Anlagen direkt gegen konventionelle Freiflächenanlagen antreten, die günstiger zu errichten sind. Formal bliebe Agri-PV zulässig, wirtschaftlich würde sie aber an den Rand gedrängt. Verloren gängen genau die Projekte, die Fläche sparen, Akzeptanz schaffen und Landwirtschaft integrieren.

Das steht im Widerspruch zum Koalitionsvertrag. Darin haben CDU, CSU und SPD festgehalten, auf Flächenschonung zu achten und Doppelnutzungen wie Agri-PV zu erleichtern.

Unsere Forderungen

  1. Eigenes Segment erhalten – oder einen Bonus, der trägt: Größere Agri-PV-Anlagen über 1 MWp brauchen weiterhin ein gesondertes Ausschreibungssegment, damit sie fair gegen vergleichbare Projekte antreten. Sollte der Gesetzgeber stattdessen am Bonusmodell festhalten, sollte der Technologiebonus rd. 2,5 Cent statt 0,5 Cent pro Kilowattstunde betragen. Dadurch wird der Mehraufwand für Aufständerung und landwirtschaftliche Nutzung ausgeglichen.
  2. Kleine Anlagen fördern: Anlagen unter 1 MWp sollen weiterhin eine höhere Vergütung außerhalb der Ausschreibungen erhalten. So können auch einzelne Höfe einsteigen.
  3. Netzdienlichkeit anerkennen: Der Beitrag von Agri-PV zur Stabilität des Stromnetzes muss in den geplanten Resilienzausschreibungen berücksichtigt werden.

Jetzt ist die Zeit, nachzubessern

Mit den Beratungen im Bundestag ist das EEG 2027 noch nicht beschlossen. Das ist die Chance, den Entwurf zu korrigieren. Wer Flächen schonen, die Landwirtschaft stärken und die Energiewende in der Fläche verankern will, muss Agri-PV auch wirtschaftlich möglich machen.

Agri-PV gehört ins EEG – mit Regeln, die ihren Mehraufwand abbilden und ihren Mehrwert anerkennen.

Groundbreaking ceremony for Germany's largest agri-PV project with crop cultivation

Vor den Toren Berlins ist der Startschuss für ein Projekt gefallen, das Landwirtschaft, Energie und Naturschutz auf einzigartige Weise verbindet. Mit dem Spatenstich in Schönefeld beginnt der Bau von Deutschlands derzeit größtem Agri-Photovoltaik-Projekt mit Ackerbau.

Das Leuchtturmvorhaben vereint Landwirtschaft, erneuerbare Energien, Forschung, Biodiversität und gesellschaftliche Teilhabe.  Mit einer geplanten Gesamtleistung von rund 48 MWp können umgerechnet etwa 16.500 Haushalte mit Ökostrom versorgt und jährlich 21.500 Tonnen CO₂ eingespart werden.

Eigentümerin des Agri-PV-Projekts ist der Investmentfonds klimaVest, ein Privatanlegerfonds der Commerzbank-Tochter Commerz Real, der europaweit gezielt in Infrastrukturprojekte der Energiewende investiert. Goldbeck Solar ist das zuständige EPC-Unternehmen (Engineering, Procurement und Construction), welches das Projekt baut. Der Standort liegt in der Gemeinde Schönefeld in Brandenburg. Die Standortflächen befinden sich im Eigentum der Berliner Stadtgüter.

SynAgri-PV Research Project Develops Virtual Agri-PV Demonstrator

Wir freuen uns, dass der interaktive Agri-PV-Demonstrator, der im Rahmen des vom Bundesministerium für Bildung und Forschung geförderten Forschungsprojektes "SynAgri-PV" mit unserer Beteiligung entwickelt wurde, nun fertig ist! 🌱🌞

Gemeinsam mit dem Leibniz-Zentrum für Agrarlandschaftsforschung (ZALF), dem Fraunhofer-Institut für Solare Energiesysteme ISE, der Technische Universität Dresden und dem SynAgri-PV Forschungskonsortium haben wir einen Agri-PV Demonstrator entwickelt, der verschiedene innovative Agri-PV Lösungen für eine Vielzahl landwirtschaftlicher Nutzungsformen zeigt.

Auf diese Weise kann die Vielfalt von Agri-PV zum ersten Mal interaktiv erlebbar gemacht werden.

Association for Sustainable Agri-PV Highlights the Opportunities Agri-PV Offers for Agriculture and the Regulatory Requirements

On February 7, 2024, the first closed-door meeting of the Association for Sustainable Agri-PV (VnAP) took place in Berlin, and we participated as a founding member. The VnAP is strongly committed to promoting responsible and sustainable agri-PV. By utilizing supporting technologies, this initiative aims to benefit agriculture while simultaneously increasing public acceptance of renewable energy.

The interdisciplinary participants at the conference—representing agriculture, environmental protection, the energy sector, law, and academia—agreed that the agricultural sector faces major challenges. In addition to increasing production requirements, farmers are tasked with managing their operations in a way that takes climate protection and biodiversity into account, while simultaneously grappling with uncertain crop yields and the loss of subsidies.

In diesem Kontext betont der VnAP die Bedeutung der Agri-PV als multifunktionalen Lösungsansatz und fordert eine verstärkte Integration dieser Technologie in die Agrarpolitik. Gleichzeitig warnt der Verband vor einer unzureichenden Regulierung, die es der Energiewirtschaft ermöglichen könnte, konventionelle PV-Konzepte unter dem Deckmantel der Agri-PV auszurollen, was langfristig die landwirtschaftliche Primärproduktion gefährden könnte. Zum Schutz der Landwirtschaft und für die dauerhafte Akzeptanz der Agri-PV sind daher eine strikte Regulierung und eine nachhaltige Partizipation der Landwirtschaft notwendig.

Unser gemeinsames Ziel ist es, uns in diesem Prozess aktiv einzubringen und konstruktiv an der weiteren Ausgestaltung mitzuwirken!

dena Position Paper on Agri-PV as Another Key Technology for the Energy Transition

Die Agri-Photovoltaik (Agri-PV) könnte die Energieversorgung und Landwirtschaft revolutionieren. Das Solarpaket I der Bundesregierung, derzeit in der Abstimmung, zielt auf den erleichterten Ausbau von Photovoltaikanlagen ab, auch auf landwirtschaftlichen Flächen. Gemeinsam mit der Deutsche Energie-Agentur (dena), Becker Büttner Held Rechtsanwälte (BBH) und dem Leibniz-Zentrum für Agrarlandschaftsforschung (ZALF) haben wir am  09. November das Impulspapier veröffentlicht.

Agri-PV löst Zielkonflikte zwischen Energiewende und Agrarproduktion durch die Mehrfachnutzung von Flächen. Das Impulspapier prognostiziert bis 2025 bis zu 1 Gigawatt installierte Agri-PV-Leistung. Handlungsfelder: klare Definitionen, Neubewertung in der Raumplanung, flexible Förderregeln, und Sichtbarkeit durch Pilotprojekte und Kommunikation im landwirtschaftlichen Sektor.

Ein wichtiger Beitrag zur Diskussion über Energie- und Agrarwende.

Agriculture, Solar Power, and Biodiversity in One Location: Elysium Solar Gets the Green Light for Premium Agri-PV Project

Berlin, November 13, 2023. Agri-PV specialist Elysium Solar is developing one of the largest commercial agri-PV projects in Germany—and has received unanimous approval from the local community via a bylaw resolution. This means the permitting process is nearly complete. The project combines solar power with agriculture and enables direct marketers, self-consumers, and certifiers to access electricity generated using the latest ecological,CO2-free technology, complete with certificates of origin (HKN), via Power Purchase Agreements (PPAs).

Located just outside Berlin, the 46 MWp project is one of the largest in Germany and has the capacity to supply 19,000 households with green electricity. Operations are scheduled to begin in the first half of 2025. Additionally, an optimized, tracking east-west PV generation profile will yield portfolio benefits and high grid utility. Companies that enter into a premium PPA will receive long-term price certainty and electricity from a regionally accepted, scientifically monitored, flagship ecological project.

Agri-photovoltaics, the combination of agriculture and solar power, offers several advantages. For one thing, it opens up new areas for climate-neutral electricity generation while keeping them available for agricultural use. This increases public acceptance. Agri-PV helps farms adapt to climate impacts through light and water management. Thanks to agri-PV, higher agricultural yields can be achieved.

Solar Power from the Fields: Commerz Real Enters the Agri-Photovoltaic Market with Klimavest

Commerz Real is the first major asset manager in Germany to invest in an Elysium Solar project for its Klimavest impact fund. Located near Berlin, the park is scheduled to begin operations in 2025 and reach a nominal capacity of approximately 50 megawatts. With this acquisition, Commerz Real is making a large-scale agri-PV project in Germany accessible to private investors for the first time. More are set to follow.

The concept of agri-PV refers to the dual use of agricultural land in conjunction with photovoltaic systems: solar panels mounted on racks capture sunlight, while grains, fruits, or vegetables grow beneath or between them. “Agri-solar projects offer advantages through the multiple use of the same land and enable a balance of interests between nature conservation, agriculture, and the energy sector,” says Dominique Candrian, co-managing director at Elysium Solar.

Proponents of the technology argue that, particularly in densely populated countries like Germany, it could open up new areas for renewable energy production. The concept is flexible and can be adapted to specific uses and local environmental conditions as needed. Additionally, the solar modules can help shield crops from weather conditions such as hail or excessive sunlight, or improve the microclimate in the growing areas. In the project by Commerz Real and Elysium Solar, the modules are arranged in rows and automatically aligned with the sun’s path.

In the aisles between them, cultivation with agricultural machinery is possible. Suitable uses include, for example, the cultivation of asparagus or berries by a regional farm.

According to figures from the Federal Statistical Office, the projected electricity output of the agri-PV park is expected to be sufficient to meet the estimated annual demand of approximately 19,000 average households. The park is only the first project undertaken by the partners involved. It has already been agreed that Elysium Solar will develop at least two more agri-PV parks of similar size for Commerz Real.

About the Klimavest

With Klimavest, Commerz Real launched the first impact fund for retail investors in 2020 that focuses on investments in real assets. Over its term, the fund aims to build a portfolio of investments in renewable energy generation, as well as sustainable infrastructure, mobility, and forestry, with a total value of at least 25 billion euros, of which approximately 10 billion euros will be equity. Unlike conventional sustainability funds, Klimavest invests in assets that make a measurable and thus verifiable contribution to reducing carbon dioxide (CO2) emissions. Additionally, it adheres to further strict sustainability parameters in accordance with the applicable EU Taxonomy Regulation. The fund management aims for an annual return (according to the BVI method) of between 3.5 and 4.5 percent. Investors can participate with a minimum of 10,000 euros and, in addition to performance updates, receive regular reports on the climate impact achieved by the assets in the fund.
